摘要
公共建筑是建筑节能和低碳发展的重要领域,节能潜力巨大.本文基于公共建筑用能管理存在的一些问题,参考和借鉴北京、深圳、上海、江苏等地典型经验做法,提出了基于能耗限额的公共建筑用能管理建议.通过建立健全能耗监测、能耗定额、超限额加价、行政法规等节能监管体系,切实推进公共建筑节能减碳工作.
Abstract
Public buildings are an important area for building energy conservation and low-carbon development,with enormous potential for energy conservation.This paper proposes suggestions for energy management in public buildings based on energy consumption quotas,taking into account some problems existing in energy management in public buildings and referring to typical experiences and practices in Beijing,Shenzhen,Shanghai,Jiangsu,and other regions.By establishing and improving energy consumption monitoring,energy consumption quotas,price increases beyond limits,administrative regulations,and other energy-saving superv ision systems,we will effectively promote energy conservation and carbon reduction in public buildings.
