摘要

随着社会经济的快速发展,住房和城乡建设事业得到了新的发展空间,随之而来的环境污染、质量安全事故日益严峻.加之当前政府视角下建筑施工监管体系普遍存在监管力量薄弱、监管方式粗放、监管手段和科技水平低下等问题,传统的监管模式已无法适应现在的工程实际.在此背景下绿色低碳、科技赋能、精准高效的监管方式势在必行.本文介绍了中国东部某地区开展建设工程智慧化、差别化监管的具体情况,阐述了以智慧工地建设为依托将工程项目进行分类、各有侧重的监管模式.通过具体案例得出该创新举措不仅提高了政府主管部门的监管效率,并且保障了建筑施工节能环保、质量可靠、安全平稳.

Abstract

With the rapid social and economic development,the housing and urban-rural construction have gained new development space,resulting in increasingly severe environmental pollution and quality safety accidents.In addition,the current construction supervision system from the perspective of the government generally faces problems such as weak supervision force,extensive supervision methods,and low technological level of supervision means,so that traditional supervision models are no longer able to adapt to the current engineering reality.Based on this background,a green and low-carbon,technology-laden,precise and efficient regulatory approach is imperative.This article introduces the specific situation of carrying out intelligent and differentiated supervision of construction sites in certain region of eastern China,and elaborates on the supervision mode of classifying engineering projects with different focuses based on the construction of intelligent sites.Through specific cases,it can be concluded that this innovative measure not only improves the regulatory efficiency of government departments,but also ensures the energy conservation,environmental protection,reliable quality,safety and stability in construction.
