摘要
在巩固拓展脱贫攻坚成果与乡村规划有效衔接的背景下,新时代规划的重心逐渐从脱贫转向"盘活乡村山水资源、打造乡村特色品牌、焕发乡村振兴活力"的高质量发展.本文通过分析浙江省横板桥村区位条件、自然资源条件、社会经济条件、土地利用情况和产业发展基础,打造"两轴两心双廊道多节点"的总体布局,营造充满地域文化特色且宜居的村落空间;促进一二三产业融合发展,构建"一带引领,三片协同,多组团联动"的产业格局;以"山水田"塑造景观风貌骨架,以"街巷道"构建村落空间格局,塑造"诗路古驿,山水游居"的特色景观风貌;完善道路交通、绿地系统、文化设施和公共服务设施以提升村庄品质.最终绘就美丽乡村画卷,为新时代乡村致富提供发展模式和参考.
Abstract
In context of consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural planning,the focus of new era planning is gradually shifting from poverty alleviation to high-quality development of"revitalizing rural landscape resources,building rural characteristic brands,and activating rural vitality".This article analyzes the location conditions,natural resource conditions,socio-economic conditions,land use situation,and industrial development foundation of Hengbanqiao Village in Zhejiang Province,creates an overall layout of"two axes,two centers,two corridors,and multiple nodes"to create a livable village space full of regional cultural characteristics.It also promotes the integrated development of primary,secondary,and tertiary industries,and build an industrial pattern of"one belt initiative,three areas coordination,and multi cluster linkage".The"mountains,waters,and fields"are used to shape the landscape framework,and so as the"streets,alleys,and roads"to construct the spatial pattern of villages,shaping the characteristic landscape style of"poetry roads and ancient dwellings in mountains and waters".The quality of the village is enhanced by improving road traffic,green space,cultural facilities,and public service facilities to become a beautiful countryside,so as to provide development model and reference for rural prosperity in the new era.
