国土空间规划体系下港口控制性详细规划编制要点研究

自然资源部要求:探索陆海统筹地区详细规划编制管理方法,而国土空间下的港口控制性详细规划编制尚处起步阶段.本文立足构建优势互补的国土空间体系背景,从语言体例、规划体系、管控指标、技术软件四个方面进行差异分析,提出"一平台两统筹三支撑多成果全入库"国空港口控规编制要点体系,并应用于洋浦港小铲滩北片区港口控规项目.结论表明:新时代港口控规的编制方法不能照搬既有单一规划,本文提出的国空港口控规编制要点体系,为探讨国空港口控规编制方法提供借鉴.
Key Points for Formulation of Port Detailed Regulatory Plans under Territorial and Spatial Planning
As the approval process for the overall territorial and spatial planning of various provinces comes to a close,the focus of territorial and spatial planning work has shifted to the"detailed planning"phase gradually.The Ministry of Natural Resources has emphasizing the exploratizd of integrated regional planning methods for both land and sea.However,the formulation of the detailed regulatory plans for port under territorial and spatial planning is still in its initial stages.Based on the background of constructing a complementary territorial and spatial system,this paper conducts a differential analysis from four aspects:language style,planning system,control indicators,and technical software.A key point system for the formulation of the detailed regulatory plans for port in the territorial and spatial planning context is proposed,termed"one platform,two coordinations,three supports,multiple results,and comprehensive integration into the database",which has been applied to the port control planning project in the north area of Xiaochantan of Yangpu Port.The conclusion is that the compilation method of port control regulations in the new era cannot simply replicate the existing singular planning.The key points system for the compilation of port control regulations in context of territorial and spatial planning could provide referencefor exploring the formulation methods of detailed regulatory plans for port under territorial and spatial planning.
