关于海绵城市规划建设管控体制机制建设的经验及思考

摘要
海绵城市作为我国一项长期而艰巨的任务,系统化全域推进海绵城市建设,规划建设管控制度是重要保障,建立可执行、高效率的管控制度至关重要.本文以部分国家海绵城市建设示范城市和试点城市为例,对海绵城市建设在规划、设计、施工、验收、运维等全过程管控制度的经验和重点进行了梳理和探讨,为其他城市提供借鉴和参考.
Abstract
Sponge City is a long-term and arduous task in China,and the planning and construction institutional mechanisms is an important guaran-tee to systematically promote the construction of Sponge City in the whole region.It is essential to establish an executable and efficient management and control system.Taking some national Sponge City construction demonstration cities and pilot cities as examples,this paper compiles and discuss-es the experience and focus of the institutional mechanisms of Sponge City construction in planning,design,construction,acceptance,operation and maintenance,etc.,which could provide reference for other cities.
