摘要
本文系统梳理中山市城市更新发展历程,以窈窕片区工改工为例,分析项目改造面临着土地碎片化、改造动力不足、公共利益用地落地难等现实困境,从多元主体参与、利益平衡和分配机制角度出发,提出"政府+国企"联合操盘、出台金融和财税支持政策、探索"托管共建"和公益征收及有限容积率转移双模式等工改工的创新做法及实施路径,以期为我国工改工提供借鉴,最后提出工改工协商机制,以期将园区租户利益纳入更新改造政策.
Abstract
This paper systematically introduces the urban renewal process of Zhongshan City,takes the Yaotiao area as example,and analyzes practical difficulties faced by the project transformation,such as land fragmentation,lack of transformation power,and difficulty in landing public interest.From the perspective of multiple subject participation,interest balancing and distribution mechanism,it puts forward the innovative practices and implementation paths of industrial reform,such as the"government+state-owned enterprises"joint operation,the introduction of financial and fiscal support policies,and the exploration of"trusteeship and co construction",as well as the dual mode of public interest collection and limited plot ratio transfer,in order to provide reference for industrial reform in China.Finally,it puts forward the negotiation mechanism of industrial reform,with a view to incorporating the interests of park tenants into the renewal policy.
