摘要
深圳市城市更新与惠州市三旧改造都是由"增量"转"存量"发展模式的实践,有相似也有不同之处.深圳市作为率先遭遇空间资源硬约束的特大城市,其城市更新成绩斐然.本文通过分析对比深圳市城市更新与惠州市三旧改造在规划要求、土地权属、土地贡献率、合法用地等各方面的不同点,同时归纳出共同点都是更新生活方式、促进产业升级、传承当地文脉,最后总结未来发展将呈现趋势,即突出公共利益、复合更新等,为其他城市的相关政策制定提供借鉴.
Abstract
The urban renewal of Shenzhen and the three-old transformation of Huizhou are all practiced from"incremental"to"stock"development model.There are both similarities and differences.Shenzhen,as the first mega city to encounter the hard constraints of spatial resources,has made remarkable achievements in urban renewal.This article analyzes and compares the differences between urban renewal in Shenzhen and three-old transformation in Huizhou in terms of planning requirements,land ownership,land contribution rate,and legal land use.At the same time,it summarizes several common points such as updating lifestyle,promoting industrial upgrading,and inheriting local culture.Finally,the future development trend is summarized,highlighting public interests,compound updates,etc.,which could provide reference for the formulation of relevant policies in other cities.
