摘要
"实施城市更新行动"是党的二十大报告中提出的重要任务,将海绵城市理念融入城市更新改造过程仍面临一系列实操问题.文中结合无锡市老东门片区城市更新海绵设计案例,通过分析城市更新片区海绵化改造技术的可行性,阐明了针对水安全保障、水环境提升、历史水脉更新焕活、基础设施更新改造和高品质公共空间等需求,形成了一套"目标-分析-策略"的政策实施路线.无锡市的政策及工程实践可以为全国渐进式更新改造片区的海绵城市建设提供有益经验.
Abstract
"Implementing Urban Renewal Actions"is an important task proposed in the 20th National Congress report.The integration of Sponge City construction into urban renewal areas still faces a series of practical problems.Taking the case study on sponge design of urban renewal in Wuxi Laodongmen area as an introduction,this article analyzes the feasibility of sponge transformation technology in urban renewal areas,and clarifies a set of"goal-analysis-strategy"policy implementation routes to address such needs as water security,water environment improvement,historical water system revitalization,infrastructure renovation,and high-quality public space.The policies and engineering practices in Wuxi City can provide valuable experience for progressive renovation and transformation projects nationwide.
