河北省责任主体灭失矿山迹地生态修复现状、存在问题及修复对策

河北省为北京市、天津市的生态屏障,生态敏感性强.该省矿产资源丰富,历史上的乱采乱挖、无序开采等导致大量的责任主体灭失矿山迹地遍布全省,这与生态环境保护间的矛盾显得异常突出.在收集相关资料的基础上,总结了河北省矿产资源的赋存状况、责任主体灭失矿山迹地的分布特征、生态环境破坏现状及生态修复现状,揭示了河北省责任主体灭失矿山迹地生态修复存在的主要问题,并基于河北省不同区域的生态功能定位,提出构建"环境地质致灾机理模式—地质灾害隐患的治理与消除—优化生态修复技术方案—地质灾害、修复效果动态监测与评价"4 个环节的生态修复理论框架,依据各生态功能定位区的作用、区位特征、气候、土壤等要素,分析总结了适用于不同区域生态修复的技术与实施方案,并以具体的案例开展了修复工程分析.
Current Situation,Existing Problems and Restoration Countermeasures of Ecological Restoration of Mine Sites Lost by Responsible Subjects in Hebei Province
Hebei Province is the ecological barrier of Beijing and Tianjin,with strong ecological sensitivity.At the same time,the province is rich in mineral resources,in the history,disorderly excavation and disorderly mining have led to a large number of mine sites lost by the responsible subjects in Hebei Province,which is increasingly prominent with the contradiction between ecological environment protection.On the basis of collecting relevant research data,this paper summarizes the exist-ence states of mineral resources in Hebei Province,the distribution characteristics of the mine sites lost by the responsible sub-jects,the status quo of ecological environment destruction and ecological restoration,and reveals the main problems existing in the ecological restoration of the mine sites lost by the responsible subjects in Hebei Province.Based on the ecological function orientation of different regions in Hebei Province,this paper puts forward the theoretical framework of ecological restoration in four aspects:the mechanism model of environmental geological disaster-the treatment and elimination of geological disaster hid-den danger-the optimization of ecological restoration technology scheme-the dynamic monitoring and evaluation of geological disaster and restoration effect.According to the function,location characteristics,climate,soil and other factors of each ecologi-cal function positioning area,the technology and implementation plan suitable for ecological restoration in different regions are analyzed and summarized,and the restoration project analysis is carried out with specific cases.
