党对社会组织的领导:历史形态、理论逻辑和实践面向

加强党的领导是"健全社会组织管理制度"的核心内容.党对社会组织的领导历经组织社会及争取性领导、重构社会及支配性领导、赋权社会及规范性领导、引领社会及全面性领导的不同形态,并由此形成了中国式"一元协同"型党社关系,体现了党对社会组织领导的历史逻辑.社会组织的正向功能及偏离风险决定了"一元协同"型党社关系的主要内容及党领导社会组织的职能,并内含着党对社会组织领导的理论逻辑.我国社会组织发展已从量的增长进入质的提升阶段,领导组织体系的健全和疏通、领导渠道体系的完善和畅通、党建工作的推进和贯通是新时代坚持和加强党对社会组织全面领导的实践面向.
The Party's Leadership of Social Organizations:Historical Form,Theoretical Logic and Practical Orientation
Strengthening the leadership of the Communist Party of China(hereafter the Party)is the core content of"improving the management system of social organizations".The Party's leadership over social organizations has undergone four phases:creating social organizations and rivaling for leadership,reconstructing and controlling social organizations,empowering and guiding social organizations,and leading social organizations in each and every aspect.As a result,the unique Chinese-style Party-society relationship of"one-element synergy",reflects the historical logic of the Party's leadership of social organizations.The social organizations'original roles and the risks embedded in the deviation of the roles prescribe the main content of the"one-element synergy"type of Party-society relationship and the functions of the Party's leadership of social organizations,as well as the theoretical logic of the Party's leadership of these organizations.The development of social organizations in China has entered the stage of qualitative improvement from quantitative growth.The improvement of leadership organizational system,the optimization of leadership channel system,and the advancement of the Party building work are the practical orientation of upholding and strengthening the Party's comprehensive leadership over social organizations in the new era.
