Innovative design practices for resilient municipal water supply and drainage infrastructure
Influenced by global climate change, frequent earthquakes and floods, and the out-break of new coronary pneumonia,it will become the norm for large cities to cope with uncertain risks, and the construction of resilient cities has become a common issue worldwide,as well as a major strategic choice during China's 14th Five-Year Plan period.Urban infrastructure is the foun-dation of the city and the bearer of urban disasters;the extent to which the bearer is affected by a disaster depends to a large extent on the vulnerability of the bearer itself,in addition to the intensi-ty of the factors causing the disaster. Therefore,in the planning and design, attention should be paid to improve the resilience of municipal water supply and drainage infrastructure'robustness, redundancy, recoverability, adaptability, wisdom'of the innovative design,to enhance the disaster resili-ence.Change the traditional design concept, taking into account the combination of centralized and decen-tralized,to ensure the support of the function of the facilities in the disaster;prejudge the order of destruc-tion of the infrastructure in the event of a disaster, and design in a targeted manner;systematically plan the boundaries of the internal flooding system and the external flooding, and integrate the above-ground and underground storage space;deepen the application of the results of the National Natural Disaster Risk Survey, and introduce various types of safety and resilience assessment and prediction methods, design norms, standards and post-disaster restoration methods, and so on,so as to promote the transformation of the risk management to ex ante prevention.
