高等院校在节水型社会建设中扮演着至关重要的角色,用水定额作为高等院校节水的重要手段,是衡量社会节水水平的关键指标,对推进节水型社会建设具有重要意义.结合《甘肃省行业用水定额(2023版)》修订工作,以高等院校为研究对象,从资料整理、用水单元确定、相关性分析、定额编制修订、定额标准评估等方面,采用简单平均法、倒二次平均法和概率测算法对高等院校用水定额进行修订与评估.研究表明:①影响高等院校用水总量的关键因素与学生人数、占地面积、绿化面积均存在一定程度关系,其中相关性最强的是学生人数;②甘肃省高等院校用水的先进定额值确定为90 L/(人·d),通用定额值确定为120 L/(人·d);③修订后的高等院校用水定额标准在"四性"方面均有显著改善,采用量化赋值法评估体系,从覆盖性、合理性、先进性和实用性4个方面评估本次定额均为"严格".
Research on revision and evaluation of water use quota for higher education institutions in Gansu province
Higher education institutions play a crucial role in the construction of a water-saving society.As an important means of water-saving in higher education institutions,water use quotas are a key indicator to measure the level of social water-saving,and are of great significance for pro-moting the construction of a water-saving society.This article combines the revision work of the Industry water use quota in gansu province(2023 Edition),focusing on the research of higher ed-ucation institutions.From the aspects of data organization,water use unit determination,correla-tion analysis,quota compilation revision,quota standard evaluation,etc.,the simple average method,inverse quadratic average method,and probability calculation method are used to revise and evaluate the water use quota of higher education institutions.Research has shown that there is a certain degree of correlation between the key factors affecting the total water use in higher educa-tion institutions and the number of students,land area,and green area,with the strongest correla-tion being the number of students.The advanced quota value for water use in higher education in-stitutions in Gansu province is determined to be 90 L/(per·d),and the general quota value is deter-mined to be 120 L/(per·d).The revised water quota standard for colleges and universities has sig-nificantly improved in the"four characteristics".The quota is evaluated to be"strict"in terms of coverage,rationality,progressiveness and practicability by using the quantitative evaluation sys-tem.
