国内外城市平急两用排水防涝系统综述

为应对超出源头减排和雨水管渠承载能力的超量径流,平急两用排水防涝系统作为城市大排水系统重要的组成部分,能够有效减轻城市内涝灾害并提升城市防涝韧性.明确了平急两用排水防涝的定义,详细分类并分析不同类型的平急两用排水防涝空间及其功能,总结国内外平急两用排水防涝系统发展现状,探讨相关政策、标准,指出当前平急两用排水防涝理论和技术体系中存在的不足,梳理平急两用排水防涝的理论框架.结合国内外的实践案例,总结经验并提出未来平急两用排水防涝发展的建议.
In order to cope with the excess runoff that exceeds the source emission reduction and the carrying capacity of rainwater pipes and canals,the dual-use drainage and waterlogging pre-vention system,as an important part of the urban large drainage system,can effectively reduce the urban waterlogging disaster and improve the urban waterlogging resilience.The concept of dual-use drainage and waterlogging prevention is defined,and different types of dual-use drainage and waterlogging prevention facilities and their functions are classified and analyzed in detail.Through the development status of dual-use drainage and waterlogging prevention systems at home and a-broad,the relevant policies and standards are mainly discussed.The shortcomings in the current theory and technical system of dual-use drainage and waterlogging prevention are pointed out,and the theoretical framework of dual-use drainage and waterlogging prevention is sorted out.Com-bined with practical cases at home and abroad,summarize the experience and put forward sugges-tions for the future development of dual-use drainage and waterlogging prevention.
