基于AHP-EWM-模糊综合评价的江西省重点工业行业用水定额提标效益研究

为研究江西省重点工业行业用水定额提标效益,选取火电、造纸、钢铁、纺织、石油与化工、食品与发酵六大高耗水行业,分不同情景、不同行业测算了用水定额提标后的节水量,结合层次分析法(AHP)、熵值法(EWM)和模糊综合评价法,采用"多权重计算—多指标综合—分等级评价"方法,定量评价了六大行业用水定额提标后的货币化效益.结果表明:底线情景下,六大行业总节水效益可达5 740万元,其中火电行业节水效益最高为5 551万元;先进情景下,六大行业总节水效益可达3亿元,其中火电节水效益最高为1.9亿元;理想情景下,六大行业总节水效益可达4.2亿元,其中火电节水效益最高为2.4亿元.
Study on the efficiency of water quota raising in key industries in Jiangxi province based on AHP-EWM-fuzzy comprehensive evaluation
For the study of key industries in Jiangxi province water quota DiBiao benefit,select thermal power,papermaking,steel,textile,petroleum and chemical,food and fermentation six high water industry,different scenarios,different industries measure the water quota DiBiao wa-ter,combined with hierarchical analysis(AHP),entropy method(EWM)and fuzzy comprehen-sive evaluation method,using"multiple weight calculation-index-comprehensive-grading evalua-tion"method,quantitative evaluation of the six big industry water quota DiBiao monetization bene-fits.The results show that:under the bottom line scenario,the total water-saving benefit of the six industries can reach 57.4 million yuan,among which the highest water-saving benefit of the thermal power industry is 55.51 million yuan.Under the advanced scenario,the total water-saving benefit of the six industries can reach 300 million yuan,among which the highest water-saving ben-efit of thermal power is 1.9 million yuan.Under the ideal situation,the total water-saving benefit of the six industries can reach 420 million yuan,among which the highest water-saving benefit of thermal power is 240 million yuan.
