Allocation and equity of health resources in county-level institutions for disease control and prevention in Jiangsu Province
Objective To investigate the dynamic changes and allocation equity of health resources in county-level institutions of disease control and prevention in Jiangsu Province,so as to provide data supports to balanced development and institutional reform.Methods The changes of health resources were collected from county-level institutions of disease control and prevention in Jiangsu Province from 2015 to 2022,and the equity of health resource allocation was analyzed in county-level institutions of disease control and prevention in Jiangsu Province in 2022 using Lorenz Curve,Gini coefficient and Theil index in three dimensions of population,geogra-phy and economy.Results The eligible rate of staffing was 100.0％and there were 89.5％of county-level institutions of disease con-trol and prevention with eligible rates of professionals numbers,57.9％with eligible rates of numbers of professionalswith senior titles,with 261 biosafety laboratories and 36 928 instruments and equipment in 95 county-level institutions of disease control and prevention in Jiangsu Province in 2022.The proportion of county-level institutions of disease control and prevention with eligible rates of professionals numbers was lower in northern Jiangsu Province(78.4％)than in southern(97.4％)and central Jiangsu Province(94.7％),and the proportion of county-level institutions of disease control and prevention with eligible rates of numbers of professionalswith senior titles was lower in northern Jiangsu Province(35.1％)than in southern(76.9％)and central Jiangsu Province(63.2％),with lower num-bers of instruments and equipmentin northern Jiangsu Province than in southern and central Jiangsu Province.The growth of health re-sources was fast in Jiangsu Province from 2019 to 2022.In addition,the Gini coefficient and Theil index(0.006 1 to 0.184 4)of health resources were low in county-level institutions of disease control and prevention in Jiangsu Province in 2022by population distributions,indicating the highest equity,and the origin of health resource allocation inequity varied in dimensions.Conclusions The standardiza-tion construction of health resources has been almost finished in county-level institutions of disease control and prevention in Jiangsu Province.The highest equity of health resource allocation is seen in population,and the equity of health resource allocation is affected by both intra-and inter-regional differences.
