The Optimization Strategies of the Diversion-Withdrawal System of Doctoral Education
As a complex,systematic and widely influential system of doctoral education,the"diver-sion-withdrawal system"directly affects the quality,level and reputation of doctoral education.According to the analysis framework of Smith Model,it is found that there are some practical problems in the"diversion-with-drawal system"of doctoral education in China,such as"vague content expression and operational norms","out of shape"in implementing the rules and regulations of colleges and universities,"lack of value cognition and re-sponsibility consciousness"of doctoral students and tutors,and"lack of supporting atmosphere for social under-standing and public ideas".In-depth analysis shows that the policy implementation and system implementation of the doctoral education diversion-withdrawal system are subject to the comprehensive influence of many fac-tors,such as fragmentation of policy content supply,difficulty in coordinating relevant responsible subjects,and in integrating policy implementation concepts,and inappropriate policy implementation methods.In view of this,it is necessary to strengthen the operation and implementation of the diversion-withdrawal system by opti-mizing the scientific design of the policy system,to improve the implementation of colleges and universities,to establish and improve the operating mechanism of the diversion-withdrawal system,to improve the conceptual understanding of teachers and students,and enhance the recognition and participation in the diversion-with-drawal system,and to strengthen the concept propaganda to the social environment and shape the adaptive ecol-ogy of the diversion-withdrawal system,in order to improve and perfect the standardized implementation and comprehensive promotion of the"diversion-withdrawal system"of doctoral education.
