The Realistic Dilemma and Institutional Optimization of Teacher's Participa-tion in the Governance of Higher Vocational Colleges
Teacher's participation in governance in higher vocational colleges is a process in which the teacher community participates in governance activities such as management,decision-making and supervision with other subjects in the school in accordance with the system.Promoting teacher's orderly participation in the governance of higher vocational colleges is a guarantee for the construction of a modern school system and a nec-essary condition for the high-quality development of higher vocational education.Through text analysis of the charters of 34 higher education colleges under the"Double High-Levels Plan",it is found that the current teacher's participation in the governance of higher vocational colleges lacks a sound institutional design.The main channel is"elite participation",neglecting the orderly participation of all members;the main content is"traditional participation",with the type of attribute in need of highlighting;the main act is"symbolic participa-tion",with limited effectiveness of substantive participation;the main guarantee is"authorized participation",lacking institutional regulation.Accordingly,to promote teachers'orderly participation in the governance of higher education institutions from the institutional level,it is necessary to optimize the participation channels and realize the orderly participation of all members,enrich the participation contents and promote the typology of teachers'participation,improve the participation guarantee and enhance the normality of teachers'participa-tion,and enhance the participation ability and support teachers'active participation.
