The Disordered Difficulties of and Solution to High-level Talent Flow in Cen-tral and Western Chinese Colleges and Universities
Based on CV analysis method,this study analyzes the regional distribution,flow scale,flow path and intensity,and social characteristics of high-level talents(including academicians of the Chinese Academy of Sciences,the Chinese Academy of Engineering,Changjiang Scholar Distinguished Professors,and"National Outstanding Youth")in universities in the central and western regions.The study explores the disorder dilemma faced by high-level talent flow in universities in the central and western regions from four aspects:flow motiva-tion,process,results,and impact.Corresponding mitigation strategies should include four aspects:strengthen-ing talent responsibility awareness to reduce the profit seeking nature of flow,expanding the channels for attract-ing high-level talents to alleviate structural imbalance,constructing a flow compensation mechanism to allevi-ate the polarization problem of regional university development,and improving the high-level human resources market guarantee mechanism to create an orderly market competition ecology.
