Organizational Transition and Functional Reconstruction of Modern Universi-ties in Germany
Under the dual pressure of the internal and external environments,there was a reform controver-sy about university preservation or abolition in Germany in the late 18th and early 19th centuries over the re-placement of universities and the establishment of new universities by non-university higher education organiza-tions such as academies of sciences and specialized schools.Afterwards,through the practical exploration of many education reformers at the national level,Germany finally completed the organizational change and achieved functional reconstruction by rebuilding universities,thus shaping modern universities.The creation and development of modern universities in Germany indicate that the driving force for the transformation of high-er education organizations lies in the differences in knowledge foundation and nature;the condition for the trans-formation of higher education organizations lies in the participation of various types of higher education organiza-tions;the way out for the transformation of higher education organizations lies in the reconstruction of their func-tions.This suggests that the transformation and development of universities in China should closely pay atten-tion to the development trend of knowledge base,deepen competition and cooperation among higher education institutions,and take root in China to promote the transformation of university forms.
