摘要
随着机动化和老龄化程度的提升,我国老年驾驶人群体呈现出总数大、增速快、驾车出行需求强的特点.为提高我国老年人交通安全水平,从老年驾照认证年龄、认证周期、驾驶人健康状况检测、驾驶技能检测、驾照权限等方面出发,探讨多个老龄化国家的老年驾驶人驾照管理模式.借鉴国际经验,结合我国老年驾驶人发展趋势,从提高老年人健康检测标准、开展老年驾驶理论与技能培训、实施差异化驾照权限 3 个方面提出我国老年人驾照管理的改善策略,有助于推动我国老年驾驶人驾照管理体系全面发展,提高老年驾驶人的安全,保障老年人的出行需求.
Abstract
With the increase of motorization and aging,the total number of elderly drivers in China has become large,the growth rate is fast,and the demand for driving trips is strong.In order to improve the level of traffic safety management for the elderly in China,foreign senior drivers'license management modes in multiple highly aging countries are discussed,including the age of senior driver's license certification,certification cycle,driver's health condition testing,driving skills testing,and driver's license authority.Drawing on these international experiences and combining with the development trend of China's elderly drivers,improvement strategies are proposed in terms of enhancing the health testing standards,carrying out driving theory and skills training,and implementing differentiated driver's license privileges.It will help to promote the comprehensive development of China's elderly driver license management system,improve the road safety,and safeguard their travel needs.
