Exploration of Traffic Impact Assessment During the Detailed Planning Stage of Xiamen's Land and Space
Since the mid to late 1990s,domestic cities have generally carried out traffic impact assessment for construction projects,which has played a certain positive role in the coordinated development of land use and transportation systems.However,they also generally face limitations such as the evaluation stage,research scope,and weak implementation.However,the traffic impact assessment in the planning stage has only reached consensus but has not been widely implemented.This article takes Xiamen's detailed planning stage traffic impact assessment work in recent years,combined with the reform and innovation of national spatial planning,as an example to fully introduce the system,technology,and innovative planning transmission system of Xiamen's detailed planning stage traffic impact assessment.Practice has shown that Xiamen's exploration of detailed planning stage traffic impact assessment has integrated into the detailed planning and implementation supervision system of national spatial planning.The comprehensive innovation in the feedback and interaction mechanism of schemes in the planning stage,the scientificity of transportation demand prediction,and the feasibility of improving transportation planning,the regional and systematic coordination between land use planning and transportation planning is gradually being achieved,which also promotes the optimization of the business environment and the improvement of planning approval efficiency in deepening the"streamlining administration and delegating power"reform.
