三螺旋理论下政府推动黑龙江省高校双创教育高质量发展策略研究

创新创业是国家科教兴国的战略性强大支撑,是"十四五"时期强化国家科技力量、完善创新创业体制机制、激发人才创新活力、促进国际科技开放合作的重要布局.拟以黑龙江省高校作为研究对象,基于三螺旋理论,构建双层三螺旋模型对高校双创教育从"政府、高校、企业"三个维度进行分析,并从中剥离出政府在其发展中的作用.研究结果表明,在双层三螺旋机制中政府主要有宏观引领、资源配置、指导监控、环境营造的作用,政府应从自身职能和与高校、企业联动的角度完善推动双创教育高质量发展的策略.
Research on the Government's Strategy for Promoting the High Quality Development of Mass Entrepreneurship and Innovation Education in Higher Education Institutions in Heilongjiang Province Under the Triple Helix Theory
Innovation and entrepreneurship are strategic and strong support for the national rejuvenation of the country through science and education.They are an important layout for strengthening the national scientific and technological strength,improving the innovation and entrepreneurship system and mechanism,stimulating talent innovation vitality,and promoting international scientific and technological openness and cooperation dur-ing the 14th Five-Year Plan period.This study takes universities in Heilongjiang province as the research object,and constructs a double-layer triple helix model based on the triple helix theory to analyze entrepreneurship and innovation education in universities from the three dimensions of"government,universities,and enterprises".From this,the role of the government in its development is stripped off,and its optimization strategies are stud-ied.Research suggests that in the dual and triple helix mechanism,the government mainly plays a role in macro guidance,resources allocation,guidance and monitoring,and environmental creation.The government should improve its strategies for promoting the high-quality development of entrepreneurship and innovation education from the perspective of its own functions and linkage with universities and enterprises.
