摘要

数字创新是现代数字经济发展重要的推动力,基于2011-2021年省域面板数据,利用三阶段DEA模型测度中国数字创新效率并利用基尼系数分析效率差异特征.研究结果显示:全国数字创新平均综合效率值为0.147,整体水平偏低;效率值总体基尼系数均大于0.6,数字创新效率差异较大,并且差异较大的原因在于地区间数字创新效率差异较大;地区固定资产投资和互联网用户数越高,数字创新效率越高.基于此,提出加大固定资产投资力度、创新投资方式,加快数字网络基础设施建设、改善互联网服务力度,科学合理布局产业,协调地区之间数字创新发展的建议.

Abstract

Digital innovation is an important driving force for the development of modern digital economy.Based on provincial panel data from 2011 to 2021,a three-stage DEA model is used to measure the efficiency of digital innovation in China,and the Gini coefficient is used to analyze the characteristics of efficiency differ-ences.The research results show that the average comprehensive efficiency of digital innovation in China is 0.147,which is relatively low overall;the overall Gini coefficient of efficiency values is greater than 0.6,indica-ting significant differences in digital innovation efficiency.The reason for these differences is that there are sig-nificant differences in digital innovation efficiency between regions;the higher the number of regional fixed assets investment and Internet users,the higher the efficiency of digital innovation.Based on the conclusion,sugges-tions are put forward to increase fixed assets investment,innovate investment methods,accelerate the construc-tion of digital network infrastructure,improve Internet services,scientifically and rationally distribute industries,and coordinate digital innovation and development among regions.
