摘要
创新干部能上能下机制是进一步深化干部人事制度改革,不断优化干部结构,全面提升干部能力,推进中国式现代化建设的必然要求.长期以来,推动能上能下一直是干部工作建设的重点和难点.党和国家高度重视干部能上能下机制建设,持续推动干部人事制度改革,取得了显著成效.但是依然面临思想观念认识不到位、考核评价体系不健全、缺乏有效管理体系等问题,制约了干部队伍现代化建设.为此,迫切需要将深化思想政治工作贯穿干部能上能下工作的始终,创新能上能下机制,从思想、制度和流程三个方面推动干部能上能下,进而激发干部队伍生机活力,提升党的执政能力和水平.
Abstract
Innovating the mechanism of enabling cadres to be appointed and dismissed is an inevitable requirement for further deepening the reform of the cadre and personnel system,continuously optimising the structure of cadres,comprehensively upgrading cadres capacity,and advancing the construction of Chinese-style modernisation.For a long time,pushing forward the up-and-down mechanism has been the focus and difficulty in the construction of cadre.The Party and the state have attached great importance to the construction of the up-and-down mechanism for cadres,continuously pushing forward the reform of the cadre personnel system,and achieved remarkable achievements.However,it still faces problems such as insufficient recognition of the concept,the incom-plete evaluation and assessment system,and the lack of an effective management system,which restrict the modernization of the ca-dre team.For this reason,there is an urgent need to deepen ideological and political work throughout the work of cadres to be able to go up and down,to innovate the mechanism of being able to go up and down,and to promote cadres to be able to go up and down in three aspects,namely,ideology,system and process,so as to stimulate the vigour and vitality of cadres,and to enhance the Par-ty's governing capacity and level.
