美国国家军事装备维修保障法规研究

摘要
系统研究了《美国法典》(USC)和《联邦采办条例》(FAR)规范的装备维修及相关活动的法律、法规和条令,剖析了合同保障、公私竞争与合作、核心后勤能力、基地级维修等维修保障法规,介绍了美军全寿命保障制度,军事装备维修保障法规的特点,并获得了几点有益的启示.研究表明,美军在国家层面上规范的一系列的军事装备维修保障法规,为美军现代化建设起到了保驾护航的作用.我军也可以借鉴美军的成功经验,通过规范军事装备的维修保障法规,来推进我军信息化建设的进程,为打赢信息化条件下高技术局部战争提供支撑.
Abstract
This paper systematically studies the laws and regulations prescribed in US Code (USC)and Federal Acquisition Regulation (FAR) for maintenance of military materiel and related activities, analyzes in detail the basic maintenance support laws concerning contract support,public-private competition and public-private partnership,core logistics capability and depot maintenance,introduces the life cycle support,summarizes the characteristics of the laws for the maintenance of US military materiel, and draws several beneficial inspirations.The research shows that,the law for maintenance of US military materiel at the national level plays a protective role in the US modernization drive.We can learn from the US successful experience to promote the information construction process of our military,through standardizing equipment maintenance policy, so as to provide support for winning the high-tech local wars under conditions of informationization.
