垃圾处理PPP项目运营期绩效评价机制研究

摘要
随着大部分PPP项目进入实施期,如何对PPP项目的实施情况进行科学评价成为亟待解决的问题,一系列PPP项目绩效管理文件出台,要求项目必须进行定期绩效评价.考虑垃圾处理行业对运营服务的要求,文中将日常绩效考核评价与年度绩效评价相结合,形成完整的绩效评价体系,从项目产出、项目效果、项目管理三个方面入手,构建了三级绩效评价指标体系,并通过实例验证了绩效评价机制的有效性.
Abstract
As most PPP projects enter the implementation period,how to scientifically evaluate the implementation of PPP projects has become an urgent problem to be solved.The state and provincial departments have issued a series of PPP project performance management documents,requiring that the project must carry out regular performance evaluation.Considering the requirements of the garbage treatment industry on oper-ational services,this paper combines daily performance evaluation and annual performance evaluation to form a complete performance evalua-tion system.Starting from three aspects:project output,project effect and project management,this paper establishes a three-level perform-ance evaluation index system,and verifies the effectiveness of the performance evaluation mechanism through examples.
