摘要
河道治理工程具备建设周期长、投资大、公益性强等特点,因此,各级地方政府普遍采用政府与社会资本合作模式(PPP).文中利用PSR模型和层次分析法,建立河道治理PPP项目建设期绩效评价体系,对建设阶段可能出现的问题进行量化处理,最后给出合理化建议.
Abstract
River management projects have the characteristics of long construction cycles,high investment,and strong public welfare,so local governments at all levels generally adopt the government social capital cooperation model(PPP).In the article,the PSR model and Analytic Hierarchy Process are used to establish a performance evaluation system for the construction period of a PPP project for river management.Pos-sible problems that may arise during the construction phase are quantitatively addressed,and reasonable suggestions are provided at the end.
