面向精细化管理的全要素地块城市设计图则研究——以福州市出让地块城市设计图则实践为例

文中以福州市出让地块城市设计图则编制实践为案例,建立更新用地精细化实施管理"一张图+多图则"体系,结合"十四五"用地布局顶层规划引领五年用地供地计划与年度实施项目,依托三维规划辅助决策系统新技术平台,对年度出让地块开展全要素地块城市设计管控图则,并提出了"控规+全要素城市设计图则+三维辅助决策"的现实解决途径,探索贴合高质量、精细化城市发展需求下的"五年战略引领—年度实施计划—全要素地块设计—精细化管控"的层层传导更新规划实施管理路径.
Abstract
Based on the practice of compiling urban design plans for land parcels sold in Fuzhou City,this article establishes a"one map+mul-tiple plans"system for refined implementation and management of updated land use.Combining with the top-level planning of the 14th Five Year Plan to guide the five-year land supply plan and annual implementation projects,relying on the new technology platform of the 3D plan-ning auxiliary decision-making system,the article carries out a comprehensive urban design control plan for the annual land parcels sold,and proposes a practical solution of"control plan+comprehensive urban design plan+3D auxiliary decision-making".It explores the hierarchical transmission and implementation management path of"five-year strategic guidance-annual implementation plan-comprehensive land parcel design-refined control"in line with the needs of high-quality and refined urban development.
