摘要
文中分析了莆田市荔城区现行村庄规划审查中存在的问题及难点,构建村庄规划审查要点指标体系,研究建立了包含各类控制线及政策要求的审查基础数据库,利用GIS工具对规划用地布局的合规性进行分析,覆盖永久基本农田、生态红线、城镇开发边界等多个关键方面.在荔城区福岭村的实践中,该体系成功应用于多个关键审查环节,为村庄规划技术性审查提供了有力支撑.
Abstract
By analyzing the problems and difficulties in the current village planning review in Licheng District,Putian City,an index system of key points for village planning review was constructed.The study established a basic review database containing various control lines and policy requirements,and used GIS tools to analyze the compliance of the planned land layout,covering key aspects such as permanent basic farm-land,ecological red lines,and urban development boundaries.In the practice of Fuling Village in Licheng District,the system was successful-ly applied to multiple key review links,providing strong support for the technical review of village planning.
