Innovation is the first driving force for high-quality development,and science and technology are the source of innovation.Japan has put forward a trade-based strategy since the 1950s,and through the introduc-tion and absorption of advanced technologies from abroad and the formulation of a series of laws and regulations re-lated to enterprise innovation,it has formed an innovation system centered on SMEs and established the status of en-terprises as the mainstay of innovation.In the face of the new round of technological and industrial revolution,along with the rapid development of industrialization and the information age,China's SMEs,under the influence and im-petus of the digital economy,have become the dominant force of innovation drive,which plays a crucial role in boos-ting the upgrading of the industrial structure and the high-quality development of the economy.This paper takes the new quality productivity as the background and the innovation path of Japanese SMEs as the perspective,analy-ses the strategy of Japan's national innovation system and digital economy policies as well as the excellent cases of SMEs'innovation and operation,and puts forward the following suggestions in combination with the current situa-tion of China's SMEs'development:constructing and perfecting a special legal system to support SMEs'innova-tion;and transforming and reinforcing the digital mindset and promoting the construction of digital infrastructures;Cultivate high-quality enterprise innovation talents to help the transformation and upgrading of industrial structure.
