This paper constructs a logical framework between the digital economy and the level of innovation,and explains the influence effect and channel effect of digital economy on innovation level from the theoretical level.By analyzing the innovation level,digital economy level,and related economic data of 278 cities in China,it confirms the results of the theoretical analysis.The study finds that the development of the digital economy has a positive im-pact on the level of innovation.However,there is an inverted U-shaped featurebetween the digital economy and the level of innovation,anddigital economy affects the level of innovation through channels such as enhancing entrepre-neurial activity.The heterogeneity analysis shows that there are regional differences in the impact of digital economy on the level of innovation,which is more obvious in the samples of cities in the eastern region.Furthermore,this pa-per studies the innovation model driven by digital economy,and find that digital economy will promote the improve-ment of strategic innovation level,but not substantive innovation level.Especially in the central and western regions where the development level of digital economy is relatively backward,strategic innovation rather than substantive innovation is the mainstream of enterprise innovation activities.On the other hand,the regions where the digital e-conomy successfully drives substantive innovation are mainly located in the eastern region,whereleading enterprises with economies of scale and scope are usually distributed.
