Issues and Recommendations of Water Administrative Approval in Shanghai
To implement the requirements of the State Council's guidance on accelerating the stand-ardization,normalization,and facilitation of government services and the State Council's guidance on strengthening the construction of digital government,administrative approval should simplify the gov-ernment,delegates power,and improves services.The water administration should accelerate the standardization,normalization,and facilitation of services to upgrade the business environment.A new development pattern for water administrative approval in Shanghai was established,incorpora-ting both online and offline procedures,commitment to notifications,and simplified administration.The roles of the government in Shanghai's water affairs were transformed,with more power delega-ted to enhance the business environment and establish a reputable water affairs service.However,there are still issues with the administrative approval,such as low awareness,inadequate user expe-rience,and imperfect system mechanisms.Therefore,in the future,the Shanghai municipal water affairs administrative approval should improve the management system,innovate service models,strengthen the construction of electronic government affairs,enhance coordination and cooperation,and timely summarize experiences,to improve the water affairs administrative approval system.
