Analysis of Influencing Factors and Quality Evaluation of"Four Good Rural Roads"Transportation Construction Projects——Taking Henan Province As An Example
The purpose of this paper is to promote the rapid development of the"Four Good Rural Roads"transportation construction project and explore the influencing factors affecting its quality level.On the basis of literature research and statistics,we determined the factors affecting the quali-ty evaluation of the"Four Good Rural Roads"construction project by the adoption rate,and then determined the index factors corresponding to the factor layer by applying the factor analysis method.Finally,we constructed the"Four Good Rural Roads"construction project quality evaluation model by the fuzzy comprehensive evaluation method,which used the set-value statistic theory to deter-mine the indexes'weights.The results show that the weights of the factors in descending order are ecological environment(0.189 3)>engineering effect(0.156 8)>transportation capacity(0.1373)>project construction(0.135 8)>relationship with new rural construction(0.131 6)>fund management(0.110 3)>socio-economic benefits(0.103 2)>impact on grass-roots governing capacity(0.035 7).From the comprehensive weights,it can be seen that the most important factors affecting the quality evaluation of the"Four Good Rural Roads"construction project are air pollution(0.100 8),noise pollution(0.0885),the hardening rate of rural highways(0.069 4),the daily travel distance(0.061 9)and the enhancement rate of the living broad(0.060 6),respectively.Therefore,the"Four Good Rural Roads"should be constructed on the basis of not destroying the ecological environment and upgrading the construction level so as to maximize the socio-economic benefits of the"Four Good Rural Roads"construction project.
