浙江省水利工程产权化的问题与对策分析

摘要
为加强水利工程管理,保障功能效益发挥,推进水利工程产权制度改革.根据浙江实践,创新性提出了水利工程管理"三化"改革,梳理并分析了水利工程在产权化过程中存在的问题,给出对策措施,为理清水利工程产权性质,明确建管权责,提高水利工程产权化登记效率,更好地推动浙江水利工程产权化的改革与地方实际应用.
Abstract
In order to strengthen the management of water conservancy projects,ensure the function and benefit,and promote the reform of the property right system of water conservancy projects.Based on the practice in Zhejiang province,this paper innovatively proposes the reform of"three modernizations"in the management of water conservancy projects.This involves analyzing the prob-lems encountered in the process of property rights transformation in water conservancy projects and providing countermeasures so as to clarify the nature of property rights of water conservancy projects,define the responsibilities of construction and management,improve the efficiency of property regis-tration of water conservancy projects and better promote the reform and local practical application of property rights in Zhejiang's water conservancy projects.
