Ice and snow landscape,as a special composite form of winter natural landscape and hu-manistic landscape,is gradually coming into the social daily life of urban and rural residents in Northeast China,and the construction of ice and snow landscape is increasingly becoming a means of community governance.The article attempts to use cross-disciplinary research methods at the level of community governance,combining embedded governance,participatory design,and ice and snow landscape creation,to study urban and rural communities as complex systems,to establish the multi-directional linkage relationship of multiple subjects,and to systematically summarize the composi-tion of ice and snow landscapes and their construction strategies based on the embedded governance mechanism to create the collective cultural memory of the community as well as to promote the spa-tial innovation of the community.Harbin's Tiecheng Community serves as an example for empirical design case studies.
