Analysis of Performance Management Models in Domestic and International Agricultural Research Institutions
Against the backdrop of globalization,effective performance management of agricultural research institutions is crucial for enhancing the competitiveness of these institutions and promoting agricultural modernization.Currently,the performance management models of domestic research in-stitutions are relatively outdated.Prominent issues include an imbalanced indicator system for per-formance management and assessment,and underdeveloped mechanisms for utilizing evaluation re-sults.This article reviews domestic and international performance management models for research institutions,analyzing them from two perspectives:management status and management models.The study identifies that although agricultural research institutions worldwide generally emphasize per-formance management,the specific implementation processes exhibit diverse models.Foreign insti-tutions tend to adopt more flexible and market-oriented management models,emphasizing the auton-omy of researchers and team collaboration.In contrast,domestic institutions typically reflect hierar-chical and standardized characteristics,focusing on quantitative indicators and top-level design.Drawing on the experiences of foreign research institutions and considering the characteristics of do-mestic research institutions,this article addresses the issues of immature management mechanisms,inadequate execution and supervision,and incomplete institutional development in domestic research institutions'performance management.It proposes specific suggestions and countermeasures from the aspects of performance management mechanisms,performance indicator setting,and accounta-bility mechanisms.The aim is to explore the best practices suitable for current domestic agricultural research institutions and to build a more scientific and practically guiding performance management system
