The Current Situation and Reform Paths of Teams for Emergency Management at the Township Level in the New Era——An Empirical Analysis Based on Several Townships in Nanchang
Since the 19th National Congress of the Communist Party of China,emergency manage-ment has become a key function of grassroots governments,which is crucial to major public liveli-hood projects and the safety of people's lives and property safety.Currently,many problems exist in the grassroots emergency management,such as weak foundational work,low team quality,and in-sufficient funding,which impede the effectiveness of the work.The township-level emergency man-agement law enforcement teams in Nanchang also face similar challenges,including uneven team quality,shortages in funds and equipment,and inefficient mechanisms.The issues are caused by a lack of political awareness,unscientific team structure,outdated institutional and mechanistic sys-tems,and unstable financial support.In order to address the challenges,we should adhere to the principles of building a comprehensive administrative law enforcement team for emergency manage-ment at the township level,which include strengthening party leadership,increasing financial in-vestment,optimizing team structure,establishing disciplinary systems and evaluation systems,and enhancing supervision.These efforts would contribute to the enhancement of the overall capacity of emergency management law enforcement teams,and the promotion of the high-quality development of emergency management,thereby ensuring a a better quality of life for the people.
