In order to scientifically evaluate the performance level of rural road construction projects,a performance evaluation method for rural road construction projects based on improved IAHP-set a-nalysis theory is proposed.Firstly,the impacts of construction management,capital management,project effect,ecological environment and economic and social benefits on the performance level of rural road construction projects were analyzed,and a performance evaluation index system for rural road construction projects was constructed.Then,the expert credibility was used to improve the in-terval weight value of the interval analytic hierarchy process(IAHP).Finally,ternary connection number in Set Pair Analysis(SPA)theory was applied to convert interval weight value into precise weight value,and a performance evaluation method suitable for rural road construction projects was established.Taking the rural road construction projects in Henan province as a case study,the per-formance level of the rural road construction projects was comprehensively evaluated,and their per-formance levels and development trends were judged.corresponding suggestions and directions for the planning and development of rural roads were proposed,providing a theoretical basis for the con-struction of rural roads.
