Policy Status of Carbon Recovery Index for PV Module and its Solution Strategy based on Life Cycle Theory
To promote the rapid development of the photovoltaic module recycling industry and optimize the existing policy structure and effects of photovoltaic module recycling.From the perspective of life cycle theory,by compiling a boundary map for carbon footprint accounting of photovoltaic products,observing the carbon footprint of products,sorting out and analyzing the current situation and difficulties of carbon index policies in the process of photovoltaic module recycling,exploring and mining optimization plans and strategies for carbon index policies.The results indicate that in recent years,governments at all levels have formulated many policies for the recycling of photovoltaic modules,which have played a guiding and supportive role.However,there are still deep-seated problems such as the lack of sound carbon quota policies for photovoltaic module recycling,the absence of a carbon quota data system,the lack of a carbon asset management mechanism,and the unfulfilled carbon economic benefits.Based on the research results,strategies such as establishing a carbon data traceability and supervision system for photovoltaic module recycling,a distributed carbon index system,a carbon asset management system,a carbon index reward and punishment system,and a carbon index evaluation system are proposed.The policy leverage role of carbon index stakeholders is utilized to improve the photovoltaic module recycling policy system,promote the sustainable development of the photovoltaic industry,and reduce environmental pollution and resource waste.
