宁夏清洁能源产业发展效率及影响机制分析

探究清洁能源产业化发展效率、机制,发掘能源潜力,是现阶段实现能源安全与可持续发展亟待解决的问题。为进一步发展清洁能源,提升产业发展效率,以黄河流域生态保护与高质量发展先行区、五大"清洁能源示范省"的宁夏为例,以四阶段DEA和Tobit模型分析清洁能源发展效率、影响机制。研究表明:在未考虑环境因素时,宁夏清洁能源发展效率整体偏高,均值为0。867;剔除环境因素后,发展效率有所下降,均值为0。765,随时间呈上升趋势。影响因素分析发现,资金投入、政府干预及市场认可度对清洁能源发展效率提升有显著作用,同时自然资源优势未能充分利用,人力资本的优势未能充分发掘,科技成果的转化利用程度较弱。为进一步提高区域清洁能源产业发展水平,需构建和完善清洁能源产业发展环境、提升创新发展能力、增强成果转化程度、提高市场认可度,有效提高产业发展效率。
Analysis on the Eevelopment Efficiency and Influencing Mechanism of Clean Energy Industry in Ningxia
Exploring the development efficiency and mechanism of clean energy industrialization and exploring energy potential are urgent problems to achieve energy security and sustainable development at this stage.To further develop clean energy and improve the efficiency of industrial development.Taking Ningxia as an example,which is the leading area of ecological protection and high-quality development in the Yellow River Basin and one of the five"clean energy demonstration provinces",the four-stage DEA and Tobit models were used to analyse the development efficiency and influence mechanism of clean energy.The results show that:when environmental factors are not considered,the overall high average value of clean energy development efficiency in Ningxia is 0.867.After excluding the environmental factors,the development efficiency decreased to an average of 0.765,and increased with time.The analysis of influencing factors finds that capital investment,government intervention and market recognition have a significant effect on the improvement of clean energy development efficiency.Meanwhile,the advantages of natural resources are not fully utilized,the advantages of human capital are not fully explored,and the transformation and utilization of scientific and technological achievements are weak.In order to further improve the development of the regional clean energy industry,it is necessary to further build and improve the development environment of the clean energy industry,enhance the ability of innovation and development,enhance the degree of transformation of results,improve market recognition,and further improve the efficiency of industrial development.
