The paper constructs an analytical framework of"property rights arrangement-governance capacity-governance effect",and uses the data collected from the Comprehensive Survey on China Rural Revitalization to explore the mechanism and constraints of collective property rights system reform on rural governance efficiency.It is found that the reform of the collective property rights system has significantly improved the effect of rural governance.The resource allocation effect and power allocation effect of property rights arrangement play a leading role,that is,the reform helps to improve the capacity of public services and promote the farmers'democratic participation.However,the property rights reform does not exert significant restraint on the power of village cadres,and objectively weakens the ability of village collective organization and mobilization,which restricts the effective governance of villages to a certain extent.In addition,in villages with abundant collective assets,small population size and high education level of farmers,the rural governance efficiency of collective property rights system reform is more significant.Therefore,while deepening the reform of collective property rights system,we should actively implement the collective attribute of property rights,strengthen the external supervision of small and micro rights,and explore differentiated promotion strategies based on village types.
