Based on the field investigation of village party organization-led cooperatives(hereinafter referred to as VPOL cooperative)in Mengyin county,Shandong province,this paper uses exploratory case study to analyze the mechanism of VPOL cooperatives to develop new rural collective economy.The results indicate that VPOL cooperatives can promote the development of the new rural collective economy with their role manifested in two aspects.Firstly,VPOL cooperatives possess unique institutional characteristics,where special arrangements in terms of membership structure,and the funding,decision-making,and distribution mechanism can effectively improve the operational mechanism of the rural collective economy.Secondly,in the process of industrial organization,VPOL cooperatives establish close interest connections with village collectives,enabling them to obtain benefits through methods such as resource contracting,property leasing,intermediary services,and asset participation,thereby playing a role in exploring avenues for the development of the rural collective economy.However,the study also found that the role of VPOL cooperatives cannot exist independently from industry,and that the precise cultivation of industry is the fundamental premise of its role.Therefore,it is suggested that VPOL cooperatives should be taken as an optional mode to develop the new rural collective economy,which should be gradually promoted according to local conditions in combination with the village's industrial base,collective assets and the villagers'will.
