Based on the theory of actor network in this paper,the theoretical analysis framework of"building-expanding"is constructed.Taking the pilot work of"co-creation"of D village in Hubei province as a sample,the formation process of the governance community of D village is analyzed.The results show that rural governance community,with the core actors playing a dominant role,achieves the consistent governance pattern among heterogeneous actors through the actor network of"relationship remodeling-interest connection-dynamic adjustment".The key lies in the core actors who create public value by means of network alliance,strengthen the foundation of rural governance community through a high degree of interest association and emotional connection,and ensure long term security of rural governance community through continuous dynamic adjustment.Accordingly,it is suggested to build a rural governance community by constructing the heterogeneous actor network of the core actors,multidimensional meeting the interest demands of heterogeneous action subjects,and dynamically adjusting action subjects and their objectives.
