Based on the policy attributes,this paper constructs a two-dimensional framework of policy content clarity and policy supervision intensity and studies village cadres'implementation strategies in different policy stages by examining the practice of X village in implementing the clean heating policy.The results show that under the structural tension between organizational structure and rural society,the policy situation presents a differentiated combination of constraint elements,giving village cadres different space for independent action.Even within a policy implementation cycle,the policy implementation mode of village cadres will change dynamically.The key to the dynamic adjustment of policy implementation mode lies in the change of the clarity of policy content and the intensity of policy supervision,which is combined into different task types.The pattern of policy implementation of village cadres changes according to the situation,reflecting the incompatibility among the government organization system,the process of policy implementation,the rural social environment and the role positioning of village cadres.Therefore,it is suggested that the effectiveness of grass-roots policy implementation should be enhanced by optimizing the policy design framework,improving the policy supervision mechanism,and activating the rural main body resources.
