山东省低碳乡村发展水平评价及障碍因子分析

以低碳生产、低碳生活、低碳经济、低碳环境4个子系统构建低碳乡村发展评价指标体系,利用熵权TOPSIS法对2009-2021年山东省低碳乡村发展水平进行了测度分析,并构建了障碍度模型对其障碍因素进行分析,结果表明:(1)2009-2021年山东省低碳乡村发展经历了波动发展、稳步发展、快速发展3个阶段;(2)2009-2021年山东省综合贴近度均低于0.4,总体发展水平较低;(3)2017年后,山东省低碳乡村发展的主要障碍因素集中于低碳生活、低碳经济等2个层面.全面客观评价山东省低碳发展水平可为探究低碳乡村发展现状、低碳乡村发展路径优化提供理论依据.
Evaluation and Obstacle Factor Analysis of Low-carbon Rural Development Level in Shandong Province
From four subsystems of low-carbon production,low-carbon life,low-carbon economy and low-carbon environment,we constructed an evaluation index system of low-carbon rural development.The entropy weight TOPSIS method was used to measure and analyze the development level of low-carbon rural development level in Shandong Province from 2009 to 2021,and the obstacle degree model was constructed to analyze the obstacle factors.The results show that:(1)From 2009 to 2021,the low-carbon rural development in Shandong Province experienced three stages:Fluctuating development,steady development and rapid development.(2)The comprehensive closeness is lower than 0.4,and the overall development level is low.(3)After 2017,the main obstacles to the development of low-carbon rural areas in Shandong Province focus on low-carbon life and low-carbon economy.The comprehensive and objective evaluation of the low-carbon development level in Shandong Province can provide theoretical basis for exploring the status quo of low-carbon rural development and optimizing the development path of low-carbon rural development.
