多元主体协同下秸秆生态补偿机制研究

摘要
结合秸秆生态补偿特色,构建多元主体协同下的生态补偿框架,阐述框架的运行逻辑,并以山东省郯城县为例,从运行主体、运行制度及运行成效3个方面对生态补偿框架的具体运行进行分析.研究认为:多元主体协同下的生态补偿需要政府、市场与社会公众的共同参与,其中产权界定是市场参与的关键,制度安排、法律监督为政府与市场协同提供保障,政府间职能差异为府际协同创造条件,社会公众参与形成第三方合力.多元主体协同下秸秆生态补偿机制是推进秸秆综合利用和生态修复的重要手段.最后,提出未来需要在生态补偿主体产权界定、多元主体协同下秸秆生态补偿制度和法律体系构建、社会公众参与、府际协同等方面进行完善和优化.
Abstract
Combined with the characteristics of straw ecological compensation,the ecological compensation framework under the collaboration of multiple subjects was constructed,and the operation logic of the framework was described.Tancheng County of Shandong Province was taken as an example,and the specific operation of the ecological compensation framework is analyzed from the three aspects of operation subject,operation system and operation effect.The results show that the ecological compensation under the collaboration of multiple subjects needs the joint participation of the government,the market and the public.Among them,the definition of property rights is the key to market participation,and institutional arrangements and legal supervision provide guarantee for the collaboration between the government and the market.The differences in functions among governments create conditions for inter-governmental collaboration,and the public participation forms a third party synergy.The straw ecological compensation mechanism under the cooperation of multiple subjects is an important means to promote the comprehensive utilization and ecological restoration of straw.Finally,we put forward that it needs to be improved and optimized in the definition of property rights of the ecological compensation subject,the construction of the straw ecological compensation system and legal system under the collaboration of multiple subjects,the public participation and inter-governmental collaboration in the future.
