Reform Pilot Policy Evaluation of"Three Rights Separation"Based on S-CAD Method:A Case Study of Pilot Cities in Xinjiang
This paper uses S-CAD policy evaluation method to evaluate the policy implementation effect of Yining City and Qitai County,the pilot area of the"separation of three rights"policy of homestead in Xinjiang.The results show that the overall logic consistency of the pilot policies in Yining City and Qitai County is good,the adequacy and necessity of policy elements is good,and the degree of support from stakeholders is high,so the policy goal of"separation of three rights"reform of homestead is effectively realized.However,there are also some problems in the research area,such as insufficient policy means and policy objectives,and certain deviation between the expected policy effect and the actual policy effect.In view of this,we put forward that the reform policy of"separation of three rights"of homestead should adapt to the trend of urban-rural integration development,strengthen the mechanism of guaranteeing the mechanism of farmers'interests,adhere to adapt measures to local conditions,innovate the reform idea of"separation of the three rights"of rural homestead,take into account multiple interests and fairness,and enhance the comprehensive value effect.
