江苏省农业新质生产力水平综合评价及障碍因子分析

以江苏省农业新质生产力水平为研究对象,构建了包括劳动者、劳动对象、劳动资料等农业新质生产力评价的指标体系,利用CRITIC-熵权组合赋权法和障碍诊断模型,测度了2011-2022年江苏省农业新质生产力水平,并分析了其障碍因子.结果表明:(1)研究期内江苏省农业新质生产力水平整体呈上升趋势,但总体水平不高;(2)2015年之后,江苏省农业新质生产力发展乏力,2018-2022年期间出现了较大幅度的波动和负增长;(3)江苏省农业新质生产力一级指标障碍度排序由大到小依次为劳动对象>劳动者>劳动资料,三级指标障碍度排名靠前的包括财政支农强度、农业技术人员占各类技术人员的比例、地理标志农产品获证数量、农产品外贸依存度等.鉴于此,提出了一些关于激活多产业融合协作中劳动对象的推动力、优化农业劳动者素质的支撑力、强化以科技创新为核心的劳动资料的主导力等建议.
Comprehensive Evaluation of Agricultural New Quality Productivity Level and Obstacle Factor Analysis in Jiangsu
Taking the level of agricultural new quality productivity in Jiangsu Province as the research object,this paper constructs an evaluation index system of agricultural new quality productivity level including laborers,labor objects and labor materials,and measures the level of agricultural new productivity in Jiangsu from 2011 to 2022 through the CRITIC-entropy weight combination weighting method and obstacle diagnosis model,and analyzes the influencing factors hindering its development.The results showed that:(1)During the study period,the level of agricultural new quality productivity in Jiangsu Province showed an overall upward trend,but the overall level was not high.(2)After 2015,the development of new agricultural productivity in Jiangsu Province was sluggish,and there were large fluctuations and negative growth from 2018 to 2022.(3)The obstacle degree of the first-level indicators of new agricultural productivity in Jiangsu Province is ranked as labor objects>laborers>labor data,and the top third-level indicators include the intensity of financial support for agriculture,the proportion of agricultural technicians in all types of technical personnel,the number of agricultural products certified with geographical indications,and the dependence of agricultural products on foreign trade.In view of this,some suggestions are put forward to strengthen the leading force of labor materials with scientific and technological innovation as the core,activate the driving force of labor objects of multi-industry integration and cooperation,and optimize the support force of agricultural labor quality.
