The Internal Logic,Basic Orientation and Advancement Pathways of Urban-Rural Integra-tion Development in County Areas
The integrated development of urban and rural areas in county areas is a process of comprehensive transformation in population structure,economic structure and social structure,characterized by histori-cal inevitability,theoretical necessity and practical possibility.This development should not be under-stood as merely eliminating spatial and functional differences between urban and rural areas but should be based on the irreplaceable functions of both.The basic orientation should focus on promoting bidi-rectional migration and social integration,equal exchange and bidirectional flow of urban and rural ele-ments as well we integrated urban-rural governance.The goal is to build a complementary and mutually beneficial urban-rural functional system and to foster the comprehensive and free development of indi-viduals.To advance integrated urban-rural development in county areas,it is crucial to leverage the synergistic effects of institutional innovation,market development and technological empowerment.Ef-forts should first be made to facilitate the flow of urban and rural elements within the county,establish a unified urban-rural market system,improve the mechanism for coordinated industrial development be-tween urban and rural areas,optimize the allocation of public resources and enhance the functional in-tegration and complementarity between counties,towns and villages.This approach will effectively im-prove the balance,coordination and inclusiveness of urban-rural development.
