The Refined Dimension of Grassroots Community Governance——Based on Field Surveys of 68 Communities in 7 Provinces and Municipalities
Community governance,as a vital component of grassroots governance,bears the most direct and extensive responsibilities for social services and management functions.As the basic unit of grassroots governance,the level of community governance directly impacts the overall effectiveness of grassroots governance.In the face of the increasing complexity and diversity in community governance,there is a growing need not only for traditional management methods but also for the introduction and deepening of the concept of refined community governance.This concept emphasizes attention to detail in the gover-nance process,pursuing precision and effectiveness in governance to meet the ever-growing diverse needs of community residents.Through conducting field surveys in 68 communities across seven provinces in China and utilizing an integrated analytical framework of"community governance concept-system-capacity",the study found that the development of community governance is a dynamic process led by the modernization of concepts,which promotes the modernization of governance systems and gov-ernance capacities.At the conceptual level,General Secretary of the Central Committee of the CPC Xi Jinping's important expositions on grassroots governance have played a leading and supporting role in the modernization of community governance systems and its capabilities.At the system level,the refined dimensions of grassroots community governance mainly include a precise target identification system,a refined grid management system,an accurate resource coordination system,a detailed public service system,and a lean social governance effect evaluation system.At the capacity level,it primarily includes precise target identification capabilities,refined grid management capabilities,accurate resource coor-dination capabilities,detailed public service capabilities,and lean effect evaluation capabilities.The refined dimensions of grassroots community governance not only enrich and develop the concept of grassroots governance but also provide guidance for the modernization of community governance systems and capabilities.
